The Euro application opens doors

Graduates of domestic universities are in for a pleasant surprise — the Ministry of Youth and Sport has introduced a supplement to the international diploma (DIPLOMA SUPPLEMENT). It’s easy to get it: just apply to your department.
The advantages of the application are obvious: its use not only facilitates the mobility of graduates in the labor market, but also significantly increases the chances of graduates to find employment in leading Ukrainian companies and in all EU countries. Director of the Research Institute of Applied Information Technologies Yuriy Yesaulov told more about the innovative document «OU».
— Yuriy Vyacheslavovich, what was the history of the creation of the Euro application?
— The supplement to the diploma of the international model was implemented in the domestic system of higher education to fulfill the obligations of Ukraine as a participant country of the Bologna Process. In accordance with the order of the Ministry of Education and Science No. 943 dated October 16, 2009, from the 2009/2010 academic year, the European Credit Transfer System (ECTS) (or the credit-module system, as it is also called) and its key documents, in particular « Supplement to the diploma of the European model»).
The project of the appendix document itself was developed by the leadership of the Department of Higher Education of the Ministry of Education and specialists of the Research Institute of PIT in close cooperation with specialists of leading domestic universities. And already on May 21, 2010, Minister Dmytro Tabachnyk presented to journalists the first Ukrainian supplement to an international diploma. In the same year, he presented them to university graduates.
— At what stage is the introduction of the application now?
— According to the order of the Ministry of Education and Culture No. 365 of April 29, 2010, the Annex to the diploma of the international model has been implemented in Ukraine. The procedure for ordering, issuing and accounting for the application was developed in accordance with the Law «On Higher Education», Resolution of the Cabinet of Ministers dated 12.11.97 No. 1260 «On Documents on Education and Academic Titles», dated 02.03.2010 No. 265 «On Amendments to the Resolution of the Cabinet of Ministers dated November 12, 1997 No. 1260», dated July 5, 2004 No. 841 «On the creation and implementation of the state information and production system in the field of education», dated November 8, 2007 No. 1304 «On approval of the Procedure for the functioning of the state information and production system in the field of education „.
A detailed description of the procedure for ordering these documents is available on the website osvita.net. For now, in order to receive an appendix to an international diploma, a graduate of a higher education institution must apply to his department, then the order and production of the appendix takes place according to a specified procedure.
— What will be the volume of printing of the application and the graduates of which universities will receive it?
— Technologically, the PIT Research Institute is ready to provide applications to all who wish to study under the credit-modular (Bologna) system. Active informational and explanatory work at departments and faculties of higher education institutions is of great importance here.
- What information about the owner will the application contain, what are the innovations here? How will it affect the graduate’s mobility, in particular, employment abroad?
- DIPLOMA SUPPLEMENT enables a quantitative and qualitative objective assessment of the qualification (degree) of education obtained by the graduate. It contains extensive information about the qualifications and educational achievements of a young specialist, necessary to ensure international recognition of a higher education diploma.
Using the application promotes the mobility of graduates in the labor market, increases the chances of graduates to find employment in leading Ukrainian companies and EU countries.
The application is one of the key documents of «Europass» — the agreed system of functioning of the job search service and place of study in European countries, as well as the single format of the documents accompanying this process.
With the help of Europass tools, transparency and uniformity in everything related to diplomas, certificates and certificates is ensured at the international level. And the skills and qualifications obtained in other countries become clear to the employer in any European country.
— What protection against counterfeiting does the application have?
— The information contained in the application in electronic form has been entered into the State Database of Education Documents and is securely protected. And the form on which this information is written has special protection and is a strict reporting form. Currently, specialists of the Research Institute of PIT are working on the implementation of the possibility of checking the compliance of this document through the osvita.net website
— Who finances the release of applications and how much will it cost?
— Obtaining an appendix to a diploma of higher education of an international standard is voluntary; its production is not financed from the state budget, but is carried out at the expense of the person who ordered it. The cost of measures to collect, process and protect the information contained in the application, as well as the production of the document itself, is slightly more than 100 hryvnias. Obviously, this is a small amount for a real employment pass for a prestigious and highly paid job in Ukraine or abroad, for building an excellent professional career.
