The Bratislava Forum will give a new impetus to the development of national ratings
6 10 2011
On October 10-11, the international forum «National ratings on the rise» will be held in Bratislava, the main task of which will be the development of a strategy for mutual consideration and consistency of national and international ratings data. The forum will examine current trends in national rankings, their impact on national higher education systems and student choice.

Olesya Lynovytska, head of the national academic rating project «TOP-200 Ukraine», was invited to participate in the forum. was created and regularly conducted since 2006 by the UNESCO Department «Higher Technical Education, Applied System Analysis and Informatics» together with the Center for International Projects «Euroeducation» of the Research Institute of Applied Information Technologies.

The era of higher education rankings began with the creation and publication of the first national rankings in the United States. However, they gained wide publicity after the presentation of international ratings, which caused a wave of discussions and debates among heads of higher education institutions, the academic community, teachers, politicians, and analysts. Currently, the ratings occupy a strong position as an information leader in the university sphere, their results are used not only by future students, but also by rectors when developing a strategy for the development of their educational institution, management decisions in the field of higher education.

Along with international ratings, the popularity of national ratings is also actively growing. Unlike international ratings, when the key problem in their creation is the lack of information on the activities of universities in different countries, national ratings are based on a large and diverse range of data on the activities of universities, take into account the peculiarities of the higher education systems of countries, and provide more reliable and accurate results. It should be emphasized that national ratings are gaining more and more importance when choosing a university by future foreign students who are interested in obtaining comprehensive preliminary information about the functioning of educational institutions.

It is hoped that a thorough discussion of the large-scale issue of national ratings will take place at the forum in Bratislava. Among the most important questions posed by the organizers of national ratings, the institutionalization of universally recognized ratings of higher education institutions at both the national and international levels is not the first. Institutionalization is directly related to the need to strengthen and promote the image of national ratings, create regional coalitions of organizing committees, actively work with influential government and public figures at the national and international levels, hold special events and actively work with target groups and stakeholders.

It was not by chance that the organizers of the Bratislava forum chose the topic of the event to discuss a new qualitative stage in the development of national ratings. It is increasingly becoming clear to all organizers of national ranking systems that the time has come to leave the shadows of international rankings. The task of developing and implementing a strategy for the development and recognition of national ratings, significant organizational and administrative work is emerging. Without a doubt, the Bratislava forum will give a powerful impetus to the implementation of these ambitious tasks.
